Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
